Xi'an International Trade and Logistic Park

Xi'an International Trade and Logistics (ITL) Park is an economic pilot zone established by Xi'an and Shaanxi province as a center for inland reform and opening-up. It is an important starting point and major platform for the province and city in implementing the national Belt and Road Initiative (BRI).

It is also the core section of the China (Shaanxi) Pilot Free Trade Zone (FTZ), the new eastern center of the construction of the Xi'an national central city, and home to the main venue of China’s 14th National Games.

ITL Park is located in the delta region between the Bahe River and the Weihe River in northeast Xi'an. Its planned control area is 120 square kilometers, while the planned construction area is 89.89 sq km.

The park is ideally located, with its backbone road network seamlessly connected with Xi'an Third Ring Road and the Xi'an Ring Expressway. It is 28 km from Xi'an Xianyang International Airport, seven km away from Xi'an High-Speed Railway Station, and only a 15 minute-drive from the Xi'an Administrative Center.

Xi'an Metro Line 3, which passes through the park, has been completed and opened to traffic, along with Xi'an Metro Line 14.

The park is also connected with eight expressways such as the Shanghai-Xi'an Expressway, Baotou-Maoming Expressway, and Lianyungang-Khorgos Expressway, which is a national multimodal transport demonstration base.

According to the results of the seventh national census, the resident population of the park is 135,900.

Since its establishment in 2008, relying on the Xi'an Comprehensive Bonded Zone, Xi'an Railway Container Center Station, and Xi'an Highway Port, the park has pioneered the "inland port model" of "port inward migration, on-site billing, sea-rail intermodal transport, and seamless docking."

It has also formed a pattern of opening-up based on the China-Europe Chang'an freight train, Xi'an Port, first-class open ports, multimodal transport supervision center, and cross-border e-commerce comprehensive pilot area.

The park was mentioned in national strategies four times, including in the Guanzhong-Tianshui Economic Zone Development Plan and Guanzhong Plain Urban Agglomeration Development Plan.

It has won 15 national titles, including "national modern service industry innovation base," "national cross-border trade e-commerce service pilot core area," and "national e-commerce demonstration base.”

The park has already formed an industrial system led by its port-based industry, modern trade logistics, e-commerce, new finance, and sports and health, and is striving to become the largest inland-type international transit hub and trade and logistics hub in the Belt and Road.

In 2021, the park's added value of industries above a designated size increased by 12.2 percent, and that of the service industry increased by 12.5 percent.
